Start by preparing your workspace. Line a baking sheet with parchment paper to prevent the Ritz Turtles from sticking and for easy cleanup.
In a medium saucepan, combine the unwrapped Kraft caramel squares and heavy whipping cream. Heat over low to medium heat, stirring continuously, until the caramel is completely melted and smooth. Be careful not to burn the caramel.
Take one Ritz cracker and place a teaspoon of the melted caramel on top. Gently press another Ritz cracker on top to create a sandwich. Repeat until all crackers are filled with caramel.
Place the assembled Ritz sandwiches on the prepared baking sheet and refrigerate them for about 30 minutes to let the caramel set.
Melt the chocolate almond bark and semi-sweet chocolate chips together using a double boiler or microwave in 30-second intervals, stirring until smooth.
Dip each caramel sandwich into the melted chocolate using a fork or dipping tool, coating thoroughly. Let excess chocolate drip off and place back on the parchment-lined baking sheet.
While the chocolate is still wet, sprinkle each Ritz Turtle with finely chopped roasted salted pecans.
Sprinkle a pinch of Maldon sea salt flakes on top of each Ritz Turtle to enhance flavor.
Return the baking sheet to the refrigerator for an additional 30 minutes to allow the chocolate to set completely.
